SGI down time, etc

4 additional processors were added to the SGI cluster this week. This allows us to have up to 20 CPUs in polar and up to 8 CPUs in any of the other machines.

The new processors are exactly the same as the others, 200 MHZ MIPS 4400s w/4MB secondary cache.
